Not most people, at least not in the UK, but it's pretty common in mainland Europe

So upon further research, it appears that there is a more even split in the use of commas versus decimal points for digit grouping. With India using the comma, it means comma usage is more common than decimal point usage. Apparently, however, the international standard is to use a space. Now I know.
