I just got my first one last night off of Crota and I have over 800 hours in since Day 1. It's all up to RNG. No one knows what Xur does or does not have in his inventory, and any statements or allegations to the contrary are speculative at best. Gjallarhorn doesn't have this issue because A) heavy ammo is rare and B) it doesn't perform any better than any other tracking rocket launcher in PvP.
