I have been to the locations of ghost fragment rasputin 2 and hive 4.
The ghosts are no longer there so I got them in the past but
The cards are still locked and no points were given.
This is pretty sad because I actually wanted to collect as much cards
and points as possible :(

Same here But my issue is with Rasputin fragment 1 and now the queens emissary from the tower allies set. Guess I wont be able to complete it anymore.

Youre awesome man thanks you have no idea how long ive been looking for that damn thing. Video after video guide after guide and nothing. One problem down. But the queen emissary falls under the tower allies set of grimoire cards and since they are adding a new area with new npc's im sure they will have a separate tier for that listing. Also considering that the emissary now has a new look from what she did before. Hopefully im just over analysing this and making a bigger deal than it is.
