I can see where you're coming from but you've also got to see where budgie were coming from. You could get to 29 with the gear given to you from the vanguard which ment that they were doing the same here, because let's be honest people would have bitched about that alot more than the small portion of the community that have completed raids. Budgie were basically just resetting the game again, this time around a new raid. If they had of kept the level cap at 30 I think people wouldn't have even attempted CE because there was pretty much nothing in it for them
