EDIT: It's a one-hit to Oracles on hard and it's a very rare drop; more rare than an exotic in the chest.
EDIT: Don't argue about it being a one-hit on hard or not. just say you have the wonderful, one-hitting, trophy, fusion rifle.

I only use mine on Oracle's hard. Have 2 dismantled like 7 of em. I can't keep more than one of each vog weapon at this time.

The first two times i played vog on normal i got hezen vengence and praedryths revenge. The oracle disrupter is amazing
