"Upgrading older legendary weapons could finally give a use for the Gunsmith beyond buying ammo and weapons at a low level. Not to mention it would help provide a larger variety of "good" weapons so that we would have more things to work towards. After all the various DLC's are done, just imagine how varied the weapon and armor selection would be. (Speaking of which, vendors should be able to upgrade armor as well.)"[/quote]
I would like to expand upon this idea. Make the Gunsmith a quest giver. So like Xur has a place for you to upgrade your exotics, how about the Gunsmith has the same for older legendary (though it would need to rotate through daily I guess).
My vision would be something like this: Sweet, the Gunsmith has an upgrade for Fatebringer! <Go to Gunsmith, Gunsmith has some cool dialogue about Golden Age research recently discovered. Grab the Fatebringer UPGRADE Bounty/Quest> Then the Gunsmith would point you to a location where you would unlock something which leads to something else. Oh, and you'd have to use the weapon for the Bounty/Quest
Fatebringer
The Gunsmith Sends you to the Clovis Bay Center on Mars. As you climb the tower, you enter a new bubble with vex fighting. At the top where the mission ended there, is a special vex who is trying to data mine the ancient computers. You have a boss encounter (level 30) fighting off waves of Vex. Your ghost would then be able to decode the Clovis Bay information. You learn that you need to hunt down a file created by Toland or someone like that, and it's located somewhere on Venus. It takes you deep into the Academy where another named Vex is plugged into the computer. After you dispatch this vex, an audio file is read to you (Voice Acting and Character Development!). You learn that Toland had discovered a new power source developed by the Golden Age scientists. The Vex and the Fallen fought over it in and around the Dig Site leading to the Nexus. You would then be directed to start a special strike/mission for the Nexus where you have to fight into the Dig Site through Fallen and Vex until you find the Power Source and activated it. Once you activated it, your fatebringer would be upgraded, but you would have a final boss encounter with a bigger vex boss that had some of the mechanics of the Templar fight in VoG.
That would be cool. I'd even be willing to write something up for a bunch of the Raid weapons for relatively cheap! Hey Bungie, you wouldn't have to pay me benefits!
