Rapier > badger! I use scout rifles 99% of the time for pve, so I've upgraded each one I've come across and the rapier is my current favorite. I would have liked to purchase the iron banner scout rifle, since I love the perks it has or you can reroll, but I didn't have enough time to put into it. You can PURCHASE the rapier with outlaw, fast reload after a precision kill and firefly, enemies explode with a precision death. Almost any scout rifle with good rng perks might be beast also.
