I highly doubt that bungie said "Hey we're done" And activision was like "yeah all of this is dlc." Im pretty sure bungie was like hey were done And activision responded great start working on the dlc.

Actually, if you knew anything you would know that activision divides and distributes the content, thus they are to blame not bungie

Yes that may be so but i doubt all of the house of wolves content was completely finished. Yes it was on the disc but most things were just placeholders. Bungie games in the past havent been known for their massive amounts of content.
