Last night my buddy and I were running Roc strikes and noticed that our Nova Bombs weren't doing as much damage. We could be hallucinating, but we wondered if anyone else was noticing that enemies were surviving the initial blast that would have normally destroyed them.

You know what? I think it may be because I wax running Iron Banner. My settings are Vortex, Angry Magic, and Vortex Mastery. I think I need to drop the second two and go annihilate and bloom and see if that fixes it.

On top of that, don't use scatter, use the Vortex so if the initial blast doesn't kill them, the DOT will and then they'll explode again cause of Bloom

I would recommend using the bloom perk. If you do get an initial kill, it can help finish off others

I'll give it a try. I use scatter/shatter/bloom in PvE and usually use my supers on a mob to maximize the carnage. The AoE doesn't do enough damage in my opinion.

My Nova Bombs have always sucked in Vanguard Roc, especially against yellow bars. So little fun that I switched to my Sun Singer.
