Weird. When you open the game for the first time do you remember having a pop up saying that you have pre order items available?
Edit: dude above you also just posted saying he has had issues as well. How recent has this happened and have you ever been able to play as ss4 vegeta? I have been and he has always been in my party on missions when I need more guys. But I have not played in the last 3 or so hours. So it might have just been something recent.

No i dont remember seeing any notification about it. And i was playing at about 5am (Central) off and on throughout the day and no choice for him. Maybe ill just re download it

Ya. That's what I would do. That's weird. No idea about it though. I have Xbox one and what messed me up was that I have duplicate downloads of everything on the game. I think it was confusing that game a bit.
