Perks can make TFWPKY, Red Hand, Chance and Venation III monsters of killing raid mobs or just good handcannons for strikes.

2 RepliesGet Timur's lash. It's actually amazing. Roll for outlaw, field scout and crowd control; and it's good both for PvE and PvP.

I would say timurs with luck in the chamber and outlaw or spray and play would be most like hawkmoon.

I had one with spray and play, field scout, and crowd control. It was good in pve not better then fatebringer. It was good in pvp but not better then thorn.

3 RepliesOnly hand cannons that even come close to comparison with hawkmoon are Thorn and The Last Word, sad to say but it seems hand cannons are the only exotic weapons they got right.

Hell, it's a Hawkmoon for PSN if you don't have one, or if you want to equip an exotic in another slot (like, say, Ice Breaker or Plan C?) and still carry that hand cannon. Return To Sender and Mulligan, plus Field Scout for that extra ammo, makes it a killing machine.
