I have to tell you, get shot package on it! I've got final round, hammer forged and shot package and man it hits like a truck. Don't know about PvE though, but who uses shotguns in PvE?

What does shot package do exactly?

It reduces the spread of the shotgun blast. So you'll get more shots on target. I've tried the shotgun with and without it, and my reaction when I had shot package was 'damn this thing is OP'. You won't regret it haha.
