I would use it for whatever if I really like it. I had a 300 one but never gave it a chance and broke it down after awhile. I love hand canons in both pvp and pve. I pretty much only play iron banner when it's around unless I'm trying to get marks for a crucible item. I'm pretty happy with what it dropped with. Field scout and a reloading perk is what has me thinking about re-rolling it. I think the explosive rounds and crowd control may be a 1 hit critical kill and almost a definite 2 hit body shot kill. Tough to tell because I haven't unlocked all perks or bought any of the perks I have unlocked because I'm saving up for the shotty and scout riffle.
