Bungie has granular control of EVERY aspect of this game. Xur is definitely not RNG, despite what they insist is not true. They might as well offer everything through Xur, because this game is slowly circling the drain. I've pretty much stopped playing for now, except to help friends out, as it has become some repetitive and boring. I'm waiting for HOW..It is is paid for after all. After that, who knows. The forums are still fun though. Hilariously Good Stuff..!!!
