The Collective of Knowledge is more for lore and speculative talking, but I feel Knowledge encompasses more than just that. I personally just took a liking to scout rifles, primarily my bline trauma, and I wanted to know what to strive for. I read MIDA is God, MIDA is crap, I got the greatest roll on something I've never heard of, and had to run around the tower looking for the vendor. Not to mention, Vendors suck for scout rifles. They're all the same perks in various positions.
SO! on to the post! The chart in the link will show you a pretty visual presentation, of stats alone, of all the available scout rifles. i know FoAF is in there, but I expect that one to come soon so I'm including it.
NOW on to this MIDA stuff. As i said its only stats. Perks reallllllyyyyy matter. So as you can see FoAF is dominating in the stats, but what are the perks? theyre proportionately equal to MIDA.

Saterienne Rapier currently being sold by the Crucible vendor. Has Outlaw, Armor Piercing Rounds/High Caliber Rounds/Hammer Forged and Firefly and is imo the best legendary PvE scout rifle in the game. Unless of course you can get the same perks on a Badger CCL lol. That thing hits like a truck. I love scout rifles. B-Line is also an amazing weapon with the right perk roll. I personally like the Mida. Not so much for PvP but it's great for Roc strikes. Its hidden exotic perk seems to be High Caliber Rounds. I say this because it stuns majors and harder to kill enemies like crazy for a weapon with such low impact. The Badger is my go-to scout for PvP. Rolled with Luck in the Chamber, Flared Magwell, and Mulligan. Reloads like a dream and is a 3hko to the head putting it on par with most hand cannons.
