Let's say a white guy only wants to be around white people, but does not hate other races. Is he racist? Let's say a black guy only wants to be around black people, but does not hate other races. Is he racist?

Well, I guess it depends on their reasoning. It seems like a bit more than simply preference to want to be around only your race.
