Didn't the UNSC make Master Chief basically a super hero to the public? I vaguely remember something about someone having a Chief action figure

All the SPARTAN-IIs were portrayed that way when the UNSC went public with the program. They were built up to be humanity's invincible warriors. It's why they are listed as MIA even when they are killed. To keep the mythos of Spartans being unkillable.

Not specifically. The singling out of John was done by journalists, not by ONI propaganda.
