Ok so I have two hand cannons: The Devil You Don't, and Polite Denial 0/1. The former is legendary, the latter is rare. However, PD0/1 is actually noticeably more powerful than TDYD, despite the legendary having a 37 point higher attack rating. I was using TDYD as my primary, but I also had PD0/1, and assumed it would be weaker, so I just gave it to my secondary character, who is only level 20. And that's when I noticed that with it, I was killing the level 8 Knights at the back of the Rocketyard on Earth with only one headshot, whereas it takes two with TDYD.
So I did some tests with the same guardian. Both weapons have modifiers that create damage bonuses under certain conditions, so I tested their damage against these Knights with and without the bonuses, and made sure to be close enough that damage falloff from range wouldn't be a factor.
Against the same level 8 Knights, TDYD does 597 points of damage with a headshot. After a kill, which grants a damage bonus, it does 687 with a headshot.
PD0/1 does a base headshot damage of 740, but with the damage bonus granted from reloading after a kill, it does a 986 headshot. It also sometimes randomly does a base headshot damage of 791, and I can't seem to discern what causes that.
So somehow, this rare weapon is significantly more powerful than the legendary. Both are fully upgraded, the rare having a stated attack rating of 294, and the legendary a rating of 331. What is up with that? Why is the lesser weapon more powerful? I'm questioning if I should just switch to using Polite Denial on my main character. As you can see from the comparison screenshot, it also has drastically higher impact and range, though the rest of the stats suffer. The only thing really stopping me from switching is the fact that PD0/1 has a maximum ammo capacity of 82, and a magazine of 9, while my copy of TDYD has max ammo of 117, and a 13 round magazine (it's from a rank up reward, not the armory).

TDYD is crap no matter what perks, even Field Scout. I had one with Field Scout, leveled it, still behaved like crappy weapons do.

I have a high impact rare pulse Evergreen II.I - Attack 294. A single round will do more damage to a lvl 33 Knight Major than a single round of Oversould Edict. Oversoul Crits for 91, whereas Evergreen crits for 130, and body hits are approx 30 and 43 respectively But Oversoul Edict has Field scout for 42 rounds and Auto fire. Evergreen has 27 rounds. So min max damage for a mag from Oversoul edict is 1260 / 3822 , and for evergreen it is 1161 / 3510. Per reload Oversoul does more damage, and will do it more quickly thanks to auto fire. It also shoots through Knight Wall of Darkness. Below level 30 I tend to use Evergreen as it is a nice gun. But The legendary still has the better output and quicker kill time in end game.

Almost every rare hand canon I've come across, including the one you have has had significantly higher impact than legendaries. In fact the weapon stats on numerous rares are much better than legendaries except for damage and perks of course. What if bungie had a system where you could update rares to legendaries? That hand canon you got would absolutely wreck more than it does now. I delete all rares cause I have several legendary and exotic weps I'd never replace with rares. lol

Damage in patrol is normalized. Test it in a strike or raid and see the real difference. Damage just means the maximum damage it will do on a certain level. For example a 331 will do maximum damage on a lvl 32 but a 300 will do way less damage. Impact is the only indicator of how much the bullet will do, NOT attack.

Due to the significant higher impact of the rare over the legendary, it does do more damage per shot. If it was closer in impact the legendary would do higher damage due to the attack rating being higher. That being said, another bonus of Legendary over rare weapons are that they do have more perks to unlock granting extra bonuses. But, if you are enjoying that rare hand canon have fun popping heads! No rule that you have to go with purple over blue in all situations.

Yes its impact is like a freight train as long as you kiil opponent's with one shot....going against majors and ultras you will notice it takes longer to kill them due to RoF and smaller magazine I always use my Timurs Lash on patrol but you get in raids and strikes and you will notice a huge DPS drop over the legendary hand cannons.....same with exotics

The only difference as of yet is that your polite denial will suffer in the crota raid, where enemies are more than level 30. This stems from the fact that TDYD has a 331 max damags, whereas the polite denial only has 294.
