WTF is with the Praetorian Foil

Can anyone explain why the Praetorian Foil has the 'Javelin' upgrade? For those who don't know the javelin upgrade "increases warhead velocity"

it seems to shoot in a more focused way, less spread.. i use accelerated coils mind aha.. absolutely love praetorian foil, one shots oracles even on hard<3
