More specifically, the fact that it has a vertical blast radius equivalent to an atomic bomb's mushroom cloud is what makes it OP. There's no reason why it should kill me when I'm 30 feet in the air, Bungie. That's just overkill.
Edit: Let me make it clear for all of you. Fist of Panic is a ground pound. The important word there is "ground". Fist of Panic, a "ground" pound, can take out people 30 feet in the air. That's my problem with it.
Now watch as the people who abuse it come to defend it.

The vertical damage cone is really annoying. The health they get while doing it is extremely annoying. Getting killed in a panic? Ok sure fine. I stick the Titan with a Fusion grenade BEFORE FoH, then get killed and the Titan SURVIVE it? Not cool. :/

The freaking vertical area of effect though, never knew it was so bad till I attempted getting as high as possible to avoid it. Never works. Edit: To be fair though, I've never been able to stop a fist of panic like I can with the other supers.

You're right it should just kill those on the ground in the immediate 5 foot vicinity. And nova bomb should only do the same thing. Goldengun shouldn't let you aim upwards and bladedancers shouldn't be able to leave the ground either. Sunslingrr should require you to walk and titan bubbles diameter should he decreased by half. There I fixed the game and all the OPness

I do agree as far as avoidability it's nearly impossible to escape if you're in its range. Even being behind a wall won't help.

Doesn't the grimoire say the fist of havoc is like lightning striking the earth? I it's really lightning, then that's probably what keeps killing you. It's just too fast.

Blink. You can blink pretty far, just need to react fast enough. If you're a Defender, and have the time, pop a bubble. You can contain their FoH inside it, while you're safe outside.
