Written in Tharsis Junction - Hidden Message?

This is shown on a loop in Tharsis Junction, accompanied by heavy static, as seen at the 10 minute mark in the linked video. Does anybody know what it might mean?
Note: The capital Os might be Qs, I can't really tell

1 ReplyThis is a little late, but no one ever commented. Upon searching, I found it's the names if bungie artists and designers. (Caesarian shift 19 characters). I wondered myself after seeing the sign because I know when you see something like that in a game made by bungie, it's almost a guarantee it's some time of Easter egg.
