Depends on the usage... A lot of people NOT from America use it to insult the americans and the mentality of ignorant, backwood prick's. that is insulting. So I say in the way it is used, like more slang or curse words....

Maybe the average dumb American, but an insult directed toward you is an insult, no matter the term used.

I can't take that as insult. It was created as a joke. Therefore the insult is a joke to me. Doesn't bother me.
