No it doesn't. It costs playstation players NOTHING for Xbox players to play Halo. However, Xbox players will pay the SAME as Playstation players for LESS content. That is what's being discussed here.

As far as I'm aware it just means we have to wait longer, similar to how Xbox gets call of duty dlc earlier than playstation
