The reload on kill is hardly a "quick" reload. Do you own the gun? As the perk states it reloads INSTANTLY. As in there is NO RELOAD. When you kill something, the amount of rounds in the clip automatically resets to 15 or sometimes 14 or 13 depending on which bullet in a burst was the kill shot. The is regardless of how much reserve ammo you have.You could literally play an entire mission, and not reload once if you have fricken amazing accuracy.

The impact IS low and needs to be buffed for sure. The amount of rounds in a clip also needs to be increased or there needs to be a field scout perk added to the gun to give it a larger clip. At least 24 rounds, which would give the gun 8 bursts of 3 rounds each. Most pulse rifles have 24 round clips.
