I would just like to point a few things out.
First, the Attack Power has no effect on the weapons ability to cause damage. This is only important in PVE. Your weapons Impact is what actually effects the amount of damage you cause.
-The Attack power represents your ability to damage certain leveled opponents in PVE. You take the attack power divided by 10 and that is the level of enemy which you can do full damage to based on the Impact rating. (Example: an AR w/ 224 will do full damage to a lvl 22 opponent but will suffer a slight penalty against a lvl 23)
Second, Everyone has the same amount of Health (base). In IB your Armor stat gives additional health which must be depleted also. Lower levels will have less armor equipped which leads to them dying faster than others in a direct fight 1 on 1.
Third, In your videos (yes i watched both) rarely are you taking on an opponent directly 1 on 1, most of the time the other players are not shooting at you or are using a Hand Cannon or Scout Rifle (and missing a lot) so its hard to compare between damage output based on level. But when you are in direct 1 on 1 you get wrecked.
Finally, I am not a fanboy or anything like that for Destiny. I am in fact, deeply disappointed in the game. What we got as an end product is in no way, shape, or form of what was originally presented to us or which was awarded so highly. (But that's a whole other topic)
I can, however, see an alternate side to the IB. Sure it sucks for all those people who spent the time acquiring the best gear. But in absence of having a dedicated lobby for certain leveled/ ranked players, being a low level character like 4 or 6 and trying to partake in the event with level 20+ players and not being able to get cause damage would have been more of a nightmare than what Bungie did deliver us. For everyone to be able to compete in the event is what I think Bungie were trying to do.
Do I think that they severely miscommunicated the actual setup for the event? Absolutely.
Do they need to fix it? Absolutely.
Instead of making it like PVE where player 4 levels above you are immune to damage, there needs to be a tier system where when you join a game you are matched with other like level players. Only then will Iron Banner actually work the way it was advertised.

Like i said in the original post. The attack power only applies to PVE, not in the PVP crucible matches. PVP damage is based on your weapons IMPACT rating. The Level Advantage is damage resistance to lower level characters/weapons. In the normal Crucible matches the Level Advantages are disabled so everyone has the same amount of health/defense. Compared to IB which the Level Advantage is "Disabled." This is misleading, it is not exactly disabled, it is just looser. Your gear defense will offer increased protection, the more you have on, against lower level weapons. It is not to the full extent like PVE because then it would make IB only possible to play for the top level players. Although the damage hits for about the same between normal Crucible and IB, in IB you can essentially take more hits before dying. It is a small increase but it is there, the only problem is that most people will never notice it. The videos for this are very misleading as well. It is very hard to compare damage through one players point of view. If you could get a side by side of comparable weapons and armor and see the damage hit markers and damage taken from each shot to the players health bar, you will see a difference in IB compared to Crucible.

It just seems to me that a level 4 or 5 character should be absolutely no match for a character that is twice, three times or even five times their level - regardless of their skill level. The level advantage seems to be little to no meaning.

Bro, do you even read? Bungie specifically said in the "Iron Banner" news announcement your Attack & Defense do take place in the Iron Banner... Granted they are full of -blam!- and it actually doesnt.

I did in fact read it. Everyone is misconstruing the information, however. There is in fact a slight bonus to damage resistance and output based on your equipment. It is very minuet and basically unnoticeable by most players. Where everyone is misunderstanding IB is that they think it should be like PVE. Any player above 4 levels to another will be immune to damage caused by said player, but they will be able to do full damage to said player. - Do you honestly think this would be a good idea for the entire community trying to play IB? (A 25 wouldn't be able to damage a 29 but the 29 could one shot a 25.) What I said in the post is that Bungie has miscommunicated to us the true extent of what the details on the attack/defense is actually implemented in IB. But if you actually think about it, I believe we (the community) have vastly overestimated what they actually meant when they said IT matters. You have to also take into account players without 20+ characters that are participating in the event. The way the community is expecting IB to be would mean anyone under the highest ranking player would ultimately be playing for at least second place. How many times have you been in a match with someone over 4 levels above you? Does that sound like fun to play against them?

Like I've stated in my post in here is that I've damage tested with different guns of different rarities and Attack. They all did the same...

Everyone having the same attack and health once again defeats the purpose of what was implied to be "Iron Banner" There isn't any way around it.

Right, so then if your attack is 100, you shouldn't be able to do full damage to higher than lvl 10's. yet, you do the same percentage of damage to everyone, regardless of level.
