I'm sorry but when I run a strike, I've already seen it [i]at least[/i] 15-20 times before. I can't help it if I know exactly what to do to finish quickly, and there is very little point in fighting a single wave of enemies that you can generally just skip. You shouldn't even be caring. If you don't like that someone is speed running leave the strike -- trust me I would solo speed run my own strikes if Bungie would allow me, because 95% of the time people like you simply do stuff that slows it down. Alas, we're [i]forced[/i] to use matchmaking whether we want to or not.
Furthermore, your entire concept of legendaries being more likely to drop when full-clearing is also inadequate at best. You might be right if you only plan to run a single strike, but when you run multiple strikes the chance of a legendary from the rewards screen far outweighs a single, small wave of low-level enemies' chance. Don't complain about lowering your chances for legendaries when it actually raises it. In fact, just don't play strikes at all. Go do crucible -- you get gear there no matter how well or badly you play, and you even have a chance at exotics.
