They're not placeholders.
As TheWikkedJoker answered you these areas are in the game fully playable with enemies, dead ghosts and all.
People have glitched into some of them.

One area has shit in it. One. I've seen the videos. Kings watch is the only one with enemies in it. And for all we know that one could be an event area. Making assumptions does nothing.
