Nope. Last we heard, 'Telcam is trying to overthrow the Arbiter in a civil war, while Jul 'Mdama is in charge of his own faction.

Ah, that clears up the confusion I guess, been trying to find updates on Telcam, but I see nothing's changed.

Yup. In Mortal Dictata he's still trying to acquire arms and weapons to supply his faction during the on-going war.

Since Telcam does not know if Jul is alive then no.

How could he not know? Doesn't Jul lead a large force of Storm? At the same time, Telcam has his own rogue force? Are there two major rogue elite factions, and the leader of one of them doesn't know who the leader of the other is?
