Give him Winterhold. Ulfric gets Markarth for the Silver, and pretty much everything else. I say this because I've tried it every way. Even if you completely screw over Ulfric Stormcloak and give Gen. Tullius everything, Tullius [i]still[/i] says that you're obviously siding with the Stormcloaks. Ok.
