It actually often does. For example, a bunch of particles in a box will move about randomly and could really be found in any possible location in that box, even confined to a single corner of it, but the fact that they all move more or less randomly means they'll be distributed fairly evenly throughout. In fact, this randomness is so consistent (and ordered) that we actually refer to its product as a law of thermodynamics.
