This might be digging up an old forum but I was kind of intrigued by it. I personally love PvP and feel most MMO games really lack when they stray away from this aspect of the game.

Sure you might feel safe inside of the city. But what is stopping me from putting a bullet in your head?Sure I might have to deal with police. Sure attacking you inside of the city may be nothing less than suicide on my part. But what if its worth it?

1- Starting up a Clan or Resistance and holding a territory for a set amount of time from the Cabal, like a horde, resulting in an increasing multipliers for the amount of enemies per person in your territory. Clan on Clan territory disputes, holding off an attack from a group of other players.
2- Becoming Rebels, and killing others in open world and claiming their goods for your self, resulting in a daily bounty for other players in your area to be rewarded with the loot you stole, as well as your own, along with a reward from the City. Before you think about how easy it will be you'll have to defend against two or three challengers that accepted the task to collect your bounty before you can log off and keep your reward. This as well earns you an outlaw ranking increasing the challenge the higher you go, dropping of npc guardians to help finnish the job on par with your level, making it continuously more difficult to continue being an outlaw.
3- Battle grounds (capture the flag, Defend the stronghold, duels or 2v2, 3v3, 5v5 or 10v10) challenges to put your skills to the test! Hell just put in a "Training arena" with these options in the city and/or certain outposts (like Mars or Saturn) for higher levels, you can claim its to prepare recruits for whats to come outside the wall.
What's the point of making a FPS with awesome guns and space magic if you can't kill each other with it and get a little competitive? Everything I've seen in this game is intriguing but there is so much that could make it just take it to the next level.

PVP is confirmed for Destiny. You'll have plenty of PVP players to shoot at, while PVE players can go there merry ways to dungeon crawl and fire fight the Ai.
