Could something like Playstation Plus work on Xbox?
Make the online service itself free, but offer an optional paid subscription which includes free downloads and occassionly games, and other deals.
I think it work, that way you'd only pay if you really want all the extra stuff. If you just want to play online and don't bother with all the extra stuff then you don't have to.
