Hey there, characters and progress are permanently locked to the platform on which they were created, your characters were created on XBox and XBox was the Active account in your cross-save setup. Any time you played on Steam, you were actually logging into this XBox character set and making progress there. It is not possible to move or transfer characters from one account to another, deactivating cross-save was always going to end like this - cross save was allowing you to access your XBox characters on Steam, and now cross-save has been cancelled, that access has been lost. Whatever you see on Steam now is whatever you had before cross-saving. There was never a way to have the characters 'move' to Steam. Unfortunately the cooldowns are mandatory and unskippable, there is no way to reduce nor bypass them.
