I have been thinking over the power cap issue and have a ritual quest that I think could work for both Bungie and long time players.
1 - Speak to Banshee to get weekly quest for power cap increase
2 - Give Banshee weapon to increase power cap to seasonal cap, must be lower cap than seasonal cap
3 - Dismantle 50 peices of equipment that have the current season cap
4 - Pay Banshee 1000 material
5 - Dismantle 10 of the same type of weapon with the current season cap
6 - Get unequipable weapon(item) from Banshee to carry in the same slot as that weapon uses
7 - Get 500 kills using the same weapon type with a weapon that has power cap equal to or higher than season cap while holding item in vangaurd or nightfall strikes
8 - Return charged item to Banshee to rework
9 - After weekly reset the re-worked item will be available for pickup
10 - Ritual to increase weapon power cap to current seaon cap (new public event or maybe just nightfall)
Then infuse weapon to increase power up to current limits.
For instance to increase the "nightmare" 1060 shotgun cap from the moon I would have to go to Banshee and pay the glimmer to start the power cap increase mission. I would hand him the shotgun, dismantle 50 gear, pay him 1000 materials, dismantle 10 shotguns with 1360 power cap, then get an item from Banshee. I would then take that item to nightfal and kill 500 enemies with a 1360 cap shotgun to charge the ritual item. Once charge I would take the item back to Banshee and wait for Tuesday reset. After reset I would get the weapon, but it would still be unequippable until I ran another nightfall. maybe require x amount of kills or no deaths for the ritual. Then after the strike the quest is complete and now the weapon has a power cap of 1360, but is still 1060 power until I infuse a new weapon into it.
This is annoying enough that only really special weapons will be considered by most players. It also has a "cool down" using the weekly reset, so cannot be repeated infinitely like a loot cave. This will allow older weapons that cover a niche to still exist, but give new weapons that are good a chance as well. there is at least a week every season where you will need to use a different weapon, and for the strike kills you need to use a similar weapon from the current season that you may begin to like.
For anyone that doesn't know the power cap issue, you can still get weapon drops in this season that can only be infused up to power level 1060. Seasonal cap is 1360, but weapons I get during valid events this season are significantly lower power (shadowkeep and forsaken events). The really dumb part is low level story missions drop gear of higher light than the highest nightmare ritual.
Also let's be real, the fun in destiny is all the crazy weapons and playing with the different combinations in different situations.
