I don't think Luna's Howl and Not Forgotten's nerf is needed nor is it a way to reward players who invested time and effort getting any of these guns.
I am not a great pvp player, I am kind of ok but that's it. But you know what? I saw Luna's Howl and Not Forgotten and decided I wanted to invest myself as much as I could to get at least one of them.
I suffered through competitive. I gained ranks. I lost ranks. I teamed up with random guardians on LFG. I went solo. Rinse and repeat.
But one day I managed to get Luna's Howl. I was so happy. I felt like I had finally achieved victory and somehow managed to get as close as I could have ever gotten to the top of the mountain. Nothing will replace this moment, even getting 1k voices wasn't as thrilling as this was.
The gun is strong : as it should be since it is a gun that I, and many other guardians traded for time, sweat, moments of hopes and disbelief.
I am sure a lot of people have probably had the same harsh and frustrating journey I had.
This nerf : https://www.bungie.net/en/Explore/Detail/News/47793 is basically a slap in the face directly from you (Bungie) to me and these people.
You are definitly not taking the people who suffered to get both of these guns into account when making the decision to nerf these. I am not very smart but I can tell just from reading it and seeing the uproar it's causing. It especially ruins its PVE efficiency.

Hey everyone! Most of you do make really good points in defending this nerf!
However the issue is that I never really cared about the pvp changes, sorry it's definitively my fault as I wasn't clear enough and should have adressed it in a better way :
-With this nerf people using it will still kill in three shots (2 headshots + 1 bodyshot with the perk) slightly faster than others since it's, sadly, still a precision frame with 150 rpm.
-What I am annoyed about is the perk Magnificient Howl loosing it's usefulness in PVE. It was really great especially against bosses but felt like a really good jack of all trades in general.
-In perspective, the worst is that the change to this perk will not change much and only encourage people in pvp to aim for the body instead of the head to kill in three shots more easily.
-Reducing its rpm is fine with me but making its perk useless in pve is a whole other story.
-A slower rpm, , making the perk having a shorter duration, cancelling it if you miss a shot or hit a body shot and not deal bonus damages on body shots but only precision shots would have been a better solution (to me at least).
