So apparently it's intentional that Tier 2 and Tier3 share their boss encounters. I assumed it was bugged. So now Tier 2 and Tier 3 are the exact same gameplay experience, with only the recommended light level being different. Why don't we just have the pit boss in Tier 2 and Oryx in Tier 3?
We could have had an experience where progressing from Tier 2 to Tier 3 felt significant and you had to overcome different obstacles to get the highest quality gear. This is the experience some of us had when we were doing the content as it was released, and it was pretty decent. Each time we tried a new Tier, things were a little different.
But now people who do Tier 2 for a while and then level up and try Tier 3 will find it is exactly the same gameplay experience that they've already done. As far as I'm aware, nothing changes. You will have leveled up to earn the ability to do the same content you've already been doing but now for better loot. The changes arbitrarily happen at the weekly reset, rather than as you progress. Why is this considered a better gameplay experience?
Im just so confused with this decision. I understand that Bungie really likes rotating their content on a weekly basis but doing so at the cost of said content providing a satisfying feeling of progression seems so counter-productive to me.
I think Reckoning has been a solid addition to the game but this decision robs Tier 3 of impact and thats a big issue for this type of content. Any explanation or reason for this current state would be super appeciated.

I think the boss just changes every week. They both have different loot tables as well.
