Yep, it is a lie. The change was implemented to prevent farming. Now it will take a lot more play time to earn faction packages. The gear is not worth the time, so I will not be playing much or grinding at the next rally. I will likely play until I get the dead orbit cloak. Did not get that in 30+ packages last rally.
