Nope. Its not on Steam because Blizzard / Activision has Battle.net. If they distributed it through Steam they would have to pay Valve a 30% royalty for every copy sold. It also has to do with future player base retention across every game they sell using the Battle.net launcher, the thought being more exposure to all their games, DLC and promotional events when players launch one of their games.
