Bungie has already confirmed that all grenades, melee and super abilities are on a universal timer. Gear only affects your Armor, Health Regen and Agility. Unless you have a skill tree perk that speeds up ability regen, what your ability timer is, is what it is. (Unless they change that when full game is out)
