They are the same system in only the fact that they are both s hybrid of dedicated servers and p2p networking.
But in Destiny 1, most of the work of running the game was being done by the consoles.
In Destiny 2 most of the work is going to be done by Bungie servers.
A slight change in network architecture is going to have a lot of significance:
