There's nothing like coming home from a hard day at work or school and getting the satisfaction of being on top of your team in crucible, only to have your soul and dreams crushed because the titan with 5 kills and a .23 kd gets a god role matador! I am tired of people at the bottom getting legendarys more than people at the top, even when I'm not at the top. Im fine with them getting good loot but I hate that they have the same chance as me. I think there should be a percentage where depending on different variables, will give you a better/worse percentage on giving you legendarys.
Here's my suggestion:
Everyone starts with a 25% chance for a legendary
Top 2 get a 10% increase and bottom 2 get a -5% decrease
People who get a 1.00 kd or higher get a 5% increase and anything lower get no change
Being on a 3 or more win streak gives a 5% increase
Of course I might not be thinking it 100% though, but I think this is a pretty good idea!

Do you have a complete statistical breakdown of the rewards from matches to show that the people at the bottom are more likely to get good rewards than the people at the top? As an alternative to your rewards system, I suggest that the people at the top of the scoreboard always get nothing and rewards increase as it goes down the leaderboard. If you have no trouble winning you obviously already have or don't need better rewards whereas the people at the bottom need help to compete
