Originally exos were self aware war machines. Many of the City's Exo citizens live and work alongside their organic brethren. But others fight again, re-forged in the Light of the Traveler to serve as Guardians This is also started in a grimiore. Just like not all awoken are guardians, not all exos are guardians. They weren't originally created to be guardians. Considering they were created for "a long forgotten war" I personally would assume they were created during the golden age at some point before the traveler created guardians.
