If that's the case, i say there should be exclusives for BOTH sides, just for experimentation. Although, say if there's x amount of exclusive content for one console, it must equalize the amount of exclusive content for the other console. However, such content for both may vary.
Basically:
Example: (1 Xb1 exclusive strike+Xb1 exotic = 1Ps4 exclusive strike + exotic)
*content may differ.

One different main legendary and random Pokemon you find will differ based on game.
