What if they're not really cheaters and their reputation is just constantly getting tarnished by naming and shaming?

Oh, certainly. You should never call someone out unless you are absolutely positive.

But the thing is Bungie is not absolutely sure right now. This guy probably submitted a form right around when he made this post and they might not have gotten around to it. They actually can't use the word of another player or even video evidence to ban a cheater because it is incredibly easy to doctor these things

The problem is, is that they stopped having matches possible for review. Back in Halo Bungie days, all matches were recorded so they could be reviewed. That would greatly help here.
