Why in the hell would you stand there and fire at someone for that long if they aren't taking damage. Then to make matters worse you let that same person "walk" all the way up to you and shotgun you?
Bad connection is one thing, but what you describe is just idiotic on your part.

I know, I got fixated on killing them. I usually just avoid them, but it was the first encounter of the game.
