I'm not talking about extra PVP health (although it would be nice), I'm talking about the base damage of the 3 measly shots you get in PVE.
Datto had a good argument in his balancing video about how it would be overpowered to simply one shot yellow enemies, but at the same time it shouldn't take all 3 to get them to half health. I'm surprised it's taken Bungie this long to not realize how awful it is.
Normal heavy weapons shouldn't easily do more than a direct super to the head. That's pretty unfair.
A buff like this wouldn't really affect PVP, so there isn't really a reason to not go through with this.
