Shotguns are still more viable than snipers even now. Everyone used shotguns because they couldn't be countered reliably. Snipers can be. People are using snipers because that's what more people want to use, and now that shotguns can't kill from primary range, if you don't want to use a shotgun, you can still have a chance against someone who has one.
