The "limiter" or "limits" is the thing that Saitama broke. He didn't go past it, or "surpass it." He utterly broke it, meanings it's not even there anymore.

This is speculated or theorized to basically he mean that since he has no limit, his power is limitless.
Plus he's still a joke of character, so it's not like he takes combat seriously. (Unless you call him bald. XD)

Being a "joke character" is not going to cut it. He has seemed to have a limit based on his fight with Boros, he seemed to put some form of effort into his attack. If he had infinite power then he couldn't effort as he has no limit.
