I think they left them out purposely for fact all those bosses would instantly die with no challenge like in year one. The ones that were left out would be 5 min nightfals in a group.

not terribly difficult to raise enemy lvl / difficulty. as a matter of fact, that's to be expected, to keep the existing content re-playable.
