Step one, parenthesis (1+2=3) Step two, multiplication and division from left to right 6/2=3 3*3=9

Distribution has nothing to do with this problem.

But the number is right outside the parenthesis which technically means multiplication right outside parenthesis which means distribution is applied before anything else

Not in the American Standardized mathematics system. Division and multiplication are done left to right.
